I think the board doesn't drop old questions if no one is active at the time. In other words, it can't change itself if no one is clicking on it or looking at it. I've noticed questions going over 48 hours before when the board was working, and it was always in the middle of the night.

It's almost always one of my open/ active windows in Firefox (and I only go offline for a reboot), so as far as it knew, someone was looking at it.
I'm pretty sure as long as there's a ?? in the hopper, once the 48 hr timer dings, it's FIFO. (Spec, Sonja, Phil, et al would know better, probably)

When the site goes down, the questions do not change. Once the site is back up the questions will change. Also if the question bank is empty the old questions will stay there and take more than 7 answers. The site was down for a while yesterday.
